Runs small. Threads around waistline and thighs are stiff

My daughter is a skinny 7yo (23% for weight) and size S (6/7) is too small for her. I return them but won’t get a bigger size because the inside threads run around waistline and thighs are really really stiff and even sharp to the touch. Wouldn’t be comfortable for her sensitive skin.
