Too tight in hips on XXL

I have real hips, I buy women's coats expecting them to be cut for this and usually it isn't a problem, but this one seems to be the same width through the chest, waist and hips. Leaving me with a very tight jacket around the chest and hips and plenty of room in the waist with my hourglass figure. No room to size up either, which of course would just leave me looking like a pumpkin if they did make larger sizes
