Decent but run small and shrink in the dryer

I bought these for my 2 year old son who is growing out of his 2T pajamas. I purchased the 3T thinking that they may be slightly large but he'd grow into them. However, after the initial wash they seemed to shrink quite a bit (washed in cold water and dried on the low setting for 20 minutes). Now they fit him like a small 2T set. They are not "bad" pajamas, but they definitely are not true-to-size as they were fairly small even before washing.
