Legal to sell, legal to purchase.
It is a violation of the international plumbing code to install a T&P valve with a pressure rating greater than 150 psi. on a tank that holds potable hot water. It will also void the warranty of the tank and or hot water heater. Insurance companies don't like these either. They can refuse to pay a water damage claim due to water heater having a 175 psi relief valve installed.
