Not exactly what’s described

Can’t fully rate these yet but first time I’ve ever ordered on Amazon where something I received wasn’t as described. The product description (and the image) says that it comes with a swivel, the 2 I just received do not have a swivel. They are also described as being 4 feet, when I received ones that were 36”, or 3’.
